Driver Listed in Control Panel Programs that was uninstalled

My OS is Windows 7, 64 bit.  I downloaded and installed a driver in order to sync a phone.  The driver did not install correctly (I think it was for 32 bit).  The original install, placed a menu item in my "All Programs" Menu with an Uninstall Option which
I used.  I then did a System Restore back to before I installed the driver.   However, when I look in "Control Panel..Programs and Features" I see that it still listed.  If i select it and click uninstall I get the activity icon for a few seconds but nothing
How do I get rid of it.  My main purpose is to make sure it is completly gone, so when I install the correct driver it doesn't interfere.
I have thought about reinstalling it and then running uninstall from Control Panel, but I think that could possibly make things worse.

Try installing it again, this time running the setup program as an Administrator.
After completing the installation, uninstall it from Control Panel.
